Bai Zhongqi had identified the key locations of the United Heart Society, and was confident of uprooting them in one fell swoop, eliminating tens of thousands of parasitic monsters on Earth that had consumed real humans and walked among human society in their guise.
Building in the Spratly Islands, aside from Bai Zhongqi's desire to settle on Earth and study the Elder Race's Homeland Stone more thoroughly, had another motive: it was the last chess piece to disrupt the existing Earth order.
In this war of old versus new powers, Bai Zhongqi would shake everything established by Brain Worms. War spurred panic and compelled the Brain Worms to act hastily, attempting all means to prevent the collapse of the system they had created. The more they moved, the more slips would be exposed.

Bai Zhongqi certainly knew that with the current attributes of the Brain Worm species, a large-scale expansion was not a possibility, but other people did not know this. When Earthlings start to panic about Brain Worms, they will no longer see the Star Alliance as an enemy.
