Within each village there is a publicly recognized power scale that goes as follows.

Genin: Just graduated from the academy/fresh meat.

Chunin: Have been accepted as reached the bare minimum level of competency to be considered a decent ninja/cannon fodder.

Special Jonin: those whose full abilities don't reach the Jonin level but have excellent skills in a certain subject that does reach that point.

Jonin: The stronger members of the ninja village with great skill and power at their disposal.

S-rank: Ninjas who are considered above Jonin and possibly equal to a kage from one of the hidden village, very rare.

Kage: Considered the strongest ninja of a village and the one who leads all the others.

Root: Everyone working for Danzo Shimura.

Kage: The one who leads the village in it's entirety and has the most authority.

There is also medical jutsu as well but that is pure chakra and medical skills like surgery and poison curing.

Finally there are Dojutsu which are unique features given to the eyes of certain bloodlines such as the uchiha and Hyuga. These will be explained as they become relevant.
