This was also one of the results Suming had achieved through negotiations with the Russian Government. The Kola Peninsula was located at a remote distance, and it would take at least a month or two for construction units from the mainland to mobilize manpower and materials. The thousands of Lure People couldn't be expected to live in the wilderness like savages; moreover, the housing built by the military engineering corps, though not luxurious, was certainly sturdy and durable, with some special constructions outright meeting military fortification quality standards.
From a small hill looking down, the frozen ground was already being dug and foundations laid out on the plain. Not far from the construction site, many white tents had been temporarily erected to provide the Lure People with shelter.

The Lure People were used to living in Iraq, and suddenly coming to Russia, there were bound to be areas of discomfort. Temporary discomfort was nothing, but Suming was only worried about the Lure People causing trouble—that would not be good. In the eyes of the Russian Government, the Lure People were one and the same with them; if the Lure People stirred up any trouble, it could lead to misunderstandings.
"Great Divine Envoy, that is simply impossible. Just as the scriptures say, you led the Lure People to defeat the devil and have come to this picturesque paradise to establish a homeland for the Lure People. Our hearts are filled with gratitude," said Alayi.
